Gonzales County Underground Water Conservation District (GCUWCD) is considering a voluntary Groundwater Conservancy Program (GCP) for landowners. The program would offer annual per‑acre payments, and a one‑time sign‑up bonus, to landowners who agree by contract to limit or suspend commercial and export groundwater production on enrolled acreage for a set number of years. Landowners would retain ownership of their land and groundwater rights, and could continue using exempt wells for domestic and livestock purposes, while committing not to lease, sell, or export groundwater from the enrolled acres during the contract term. The goal is to conserve groundwater, support long‑term aquifer sustainability, and provide a predictable income stream to participating landowners. Your responses will help GCUWCD evaluate whether to move forward with this program and how to design it so it is practical and beneficial for landowners.
